Expired North Carolina Driver’s Licenses Are Not Valid for Form I-9 Purposes

On July 1, 2025, the N.C. Division of Motor Vehicles (NCDMV) announced that Senate Bill 391​ was signed into law by Governor Josh Stein, allowing Class C licenses (standard passenger vehicle licenses) expiring on or after July 1, 2025 to remain valid for driving purposes only within the state for up to two years beyond the printed expiration date.

Acceptable documents for Form I-9 must be unexpired. Employers should not accept expired North Carolina driver’s licenses, even if they were automatically extended for driving purposes under this provision.
