Should I create a new E-Verify case for an existing employee whose Form I-9 I am updating because of requirements related to the remote examination flexibility due to COVID-19?

No. Employers must not create an E-Verify case based on the second document examination, whether doing so remotely (if applicable) or in-person. See I-9 Central Questions and Answers Related to COVID-19 for guidance on how to update Form I-9.
