Must E-Verify users be located inside the United States?

All E-Verify program administrators must be physically located in the United States, which includes the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and the Commonwealth of the Northern Mariana Islands. As a best practice E-Verify recommends, but does not require, E-Verify general users to be physically located in the United States. E-Verify users must safeguard information and means of access to information, including ensuring that it is not disseminated to any person who is not authorized to perform the Employer's responsibilities under the E-Verify MOU.
